Environmental management system

The environmental management system meeting the requirements of international standards ISO 14001-2004 series, has been operating at the Seydi Oil Refinery since 2008 and is audited annually by independent auditors. Seydi Oil Refinery confirmed conformance of the environmental management system to ISO 14001:2015 requirements in 2017.

Implementation of the integrated environmental management system at the enterprise allows for assessment of potential environmental risks and implementation of measures to prevent adverse impacts and ensure environmental safety.

Following the requirements of ISO 14001:2015, annual performance targets for the environmental management system and other implemented and operating management systems such as ISO 9001, ISO 45001, ISO 50001 have been established at the enterprise.

Environmental planning

One of the main objectives of Seydi Oil Refinery is to mitigate the environmental impact. Thus, new “Treatment facilities” with a capacity of 1,826 m3/h were launched for the enterprise’s industrial wastewater in autumn 2019. A unique wastewater treatment system built by the Czech company “WABAG” was implemented at the enterprise (built and commissioned) being the only one (unique) in the Republic of Turkmenistan

Emissions

“Clean air” month’s campaigns are held by the State Committee for Environmental Protection in Turkmenistan annually twice a year, unscheduled inspections of filling and service stations are carried out as well. Hence, work was selectively carried out at the Seydi Oil Refinery under the “Clean air” project from August to September 2019 to check exhaust gases for compliance with maximum allowable concentrations and technical state of vehicles. During the whole month the air monitoring laboratory together with the road transport shop of the enterprise carried out a number of activities aimed at reducing the impact of harmful impurities coming from vehicles on the environment. Based on the results, reports were drawn up and the effectiveness of the activities carried out was determined.

Environmental protection regulatory and guidance documentation

Daily industrial environmental control is carried out by the air laboratory at the sanitary protection zone boundary and along the enterprise’s perimeter in order to check air quality and its compliance with the established standards. Pollutant concentrations in atmospheric air conform to the established standards. The enterprise has developed and implemented environmental protection standards, and personnel undergo trainings on environmental safety and responsibility for environmental legislation violation.

Environmental projects implemented as part of enterprise revamping

Starting from 2020, a project will be implemented concerning installation of fixed stations to continuously analyze the air environment and feeding to the automated control system.

A unique “Industrial wastewater treatment facilities” system was commissioned at the enterprise in 2019, being unprecedented and the only one in the Republic of Uzbekistan. Commissioning of the treatment facilities has allowed to reduce content of harmful substances in waste water. In addition, a water recycling line was installed for effluents discharged after treatment into the municipal sewerage.

For several years, work has been carried out to dismantle non-operating pipelines and bring process pipelines to the surface in order to prevent and reduce the environmental impact.

Waste is constantly removed and disposed.

Environmental literacy

In order to improve the environmental literacy, the enterprise annually conducts trainings for employees whose activities are directly or indirectly related to the environmental impact. Periodically, training workshops are held jointly with the State Committee for Environmental Protection of Turkmenistan.

Development of environmental literacy

In order to develop management and industrial environmental literacy and increase the level of professional knowledge, regular trainings are provided for employees and specialists responsible for environmental safety and industrial waste management.
